City housing staff told the planning commission that the Bonanza Park master plan generates a calculated housing obligation of 19.8 affordable‑unit equivalents (AUEs) under Housing Resolution 12‑20‑25. "The project generates a total housing obligation of 19.8 AUEs, which is equivalent to 17,820 square feet of affordable housing," Sarah Weinman told commissioners during the July 8 presentation.
Weinman outlined how commercial uses on the site (about 36,000 sq ft) produce 18.3 AUEs, while 18 unrestricted residential units generate 1.5 AUEs; staff said on‑site construction of 88 affordable rental units is the applicant's proposed mitigation. Staff concluded the mitigation plan complies with the resolution and recommended the commission forward a positive recommendation to the city council on the housing mitigation plan, while reserving decisions on MPD entitlements and height exceptions until the commission receives additional design and traffic information.
