City budgets special-alcohol and parks funds; co-responder program remains funded

Laura briefed the council on a set of special funds. She said the special alcohol fund receives roughly one-third of alcohol tax receipts and that total alcohol-tax distributions for 2026 are budgeted just shy of $470,000, making the special-alcohol share about $156,000. The budget includes a roughly $70,000 contribution to the drug-and-alcoholism council (an increase of $5,000 over 2025) and ongoing support for the mental-health co-responder program shared with other cities.
On parks, Laura said the special parks-and-recreation fund receives about $156,000 in 2026 and covers outdoor parks, the Mission Family Aquatic Center, and the Powell Community Center; the city has transitioned many outdoor-park maintenance expenses into that fund. She also noted MCVB (transient guest-tax) revenue historically supported Mission Magazine and downtown business initiatives, with about $45,000 currently unallocated for downtown initiatives.
Laura told the council the city has some fund balance in these special funds and that savings from recent grants for a co-responder help sustain the program even if future grants lapse; she said staff will continue to monitor allocations and bring recommendations during the community dialogue and subsequent meetings.
