Council told two vacant positions were cut from the draft budget

Staff told the council that the two full-time positions removed from the draft 2026 budget were vacant and the reductions reflect a pause on filling those roles rather than layoffs.
Laura told the council the reductions affecting personnel were made when positions were vacant and not by layoffs: "we have, however, reduced full time staff by, 2 positions since, our July 9 meeting… those positions are currently vacant."
She said one change moved two community service officer (CSO) positions in the police department down to one, coordinated with other cities that receive animal-control services, and the budget removed a crime statistics analyst position that staff have not been able to fill given reporting-technology changes. Laura noted the police chief may request the analyst position again in the future but current staffing plans and investments in officer training are expected to cover near-term needs.
Council members asked clarifying questions about vacancy status and sought assurances that reductions would not represent involuntary layoffs; staff confirmed the cuts apply to vacant roles and that the city historically has not used reduction-in-force.
