River Ridge CDD appoints longtime resident Keith Merrill to vacant Seat 1

On a unanimous vote Oct. 22, the River Ridge Community Development District board appointed Keith Merrill to the previously vacant Seat 1 (term expires November 2026). Chair Bob Schultz nominated Merrill; the motion was seconded by Robert Twombly and approved with all in favor.
Mrs. Adams administered the Oath of Office. District staff and counsel briefed Merrill on required ethics training, Form 1 filing, the Sunshine Amendment and Code of Ethics for public officers, public records requirements, and Form 8B (memorandum of voting conflict). Mr. Schultz thanked Kevin Ofenloch for his willingness to serve and noted Merrill's long service to the Pelican Sound community through various HOA roles.
No additional formal action was taken at the meeting beyond the appointment and oath; staff will provide the new supervisor with documents and training materials as required by state rules.
