Mission City Council voted May 21 to grant a five‑year special use permit to KCK Nines LLC (doing business as Playful Pack) to operate a dog daycare and overnight boarding kennel at 5918 Broadmoor Street.
Brian (planning staff) summarized the planning commission review of case No. 2503 and recommended approval with conditions: the facility’s proposed hours are 6:30 a.m. to 7:30 p.m. daily, with about four employees on site at a time; the site plan calls for two indoor activity rooms (large and small dogs) and an outdoor activity area on the north side. To address prior issues with animal waste entering the storm system and to comply with the city’s MS4 permit, staff required removal of the existing asphalt pad and replacement with a canine turf system over a gravel subbase designed to percolate rather than drain to a storm outlet; maintenance instructions and ongoing monitoring will be required as part of the permit.
The planning commission also required the applicant to resolve a trash arrangement with the neighboring Planet Sub property and to install an enclosure around any shared trash bin to meet code. The applicant, Damien Hicks, said he has been in touch with the Planet Sub owner and expects to work out a written agreement for access and an enclosure before occupancy. Hicks told council he has already begun the purchase process for the building and aims for an opening in late fall if approvals and permitting proceed.
Council moved to grant the special use permit (conditioned on the items noted) for a period of five years; the motion passed on a roll call vote.
