Resident urges council to remove 2017 annexation east of town, citing $76 stormwater fee

During the public comment period on March 11, resident Nathan Turnquist handed the council a petition seeking removal of a 2017 annexation area east of town (from County Road 4 to the Ark Animal Hospital) signed by six property owners.
Turnquist told the council that landowners east of town are receiving monthly stormwater charges — "every month I get a postcard like this for $76 dollars for storm water runoff" — despite having no curb, gutter or municipal services. He asked the council to reopen negotiations with Henrietta Township, saying some nearby landowners do want to build and others do not. "I'm asking you to please fix this. $76 a month for nothing. That's just not right," Turnquist said.
City Administrator Angel Weasner responded that the city has a standing annexation agreement with Henrietta Township and that the township had not indicated it was seeking an amendment; she said she would consult the city attorney and reach out to Henrietta Township if they wish to propose changes or reopen negotiations.
