River Ridge board ratifies $150,786 change order after debate over process

Terry Mountford criticized the decision, saying the CDD was already "$300,000+ over budget for this type of project" and calling approval of an additional $150,786.09 without a special meeting evidence of a "major dysfunction in the CDD’s operating process." Charlie Krebs and Eric Long explained that inlets were relocated and other field adjustments followed homeowner input and site conditions; Krebs said the altered bid specifications produced a product "that will function and meet the expectations for eliminating the standing water." Blumenthal noted timing and carryover concerns, explaining that roughly $500,000 in loan funds for the stormwater work were carried into FY2025 because the Seaside and Master projects completed later than planned.
The Board directed District Counsel Tony Pires to draft ground rules for handling situations when projects exceed specified amounts, including requirements around scheduling a special meeting or specifying a contingency approval threshold.
