Council moves forward with Central Avenue reconstruction project; estimated cost $6.36 million

Park Rapids moved to advance a major street reconstruction project on Central Avenue (CSAH 1) after the city engineer outlined scope, schedule, and estimated assessments.
City Engineer Jon Olson presented the project details, including a full reconstruction of Central Avenue, sidewalk improvements, storm sewer upgrades and new street lighting. Olson discussed an alternate bid for work on King Street, Grove Avenue and East River Drive. He said the city hopes to advertise bids in April, hold a public hearing in May, construct in summer 2025, and hold an assessment hearing in fall 2025.
Olson provided estimated costs of $4,892,000 for the base bid and $1,472,000 for the alternate bid, for a total estimated cost of $6,364,000. He also presented example assessment estimates: $18,500 for a 50-foot lot, $29,000 for a 100-foot lot, and $39,500 for a 150-foot lot, and noted that those assessment figures are estimates and final assessments will be set at the assessment hearing. The council approved Resolution #2025-73 to approve plans and specifications and order delayed advertisement for bids.
The project includes stormwater and sanitary upgrades in addition to pavement work; property owners will see specific assessment calculations later in the process and the city will hold public hearings on the assessments before finalizing them.
