Developer details 263-unit Rock Creek project, $77 million cost and schedule

Devin Coffey, director of development for Millhouse, told the council the project assembles eight parcels into a 4.3-acre site with two buildings totaling 263 units and a capital investment of about $77 million. "It's a 4-story building on the north side with 206 units and a 3-story building on the south side with 57 units," Coffey said, and he added the developer will provide 358 parking spaces—exceeding the city's requirement of 331.
Coffey described the schedule as a November 2025 construction start and an anticipated completion in December 2027. He characterized the work of assembling multiple parcel owners as difficult but defended the design choices and said the project aims for higher-quality finishes and sustainability features. On affordability, Coffey said many units will be market-rate but cited examples of attainable pricing in smaller efficiency units: "Our efficiency unit will rent for around right now, it's priced under $1,400... that is right at about 73% of AMI," he said.
