Council opens Rock Creek TIF hearing, continues it to June 25

The Mission City Council opened a public hearing on the tax increment financing ordinance for Rock Creek TIF District Number 4 on June 18 and heard a staff overview of the proposal before continuing the hearing to a special meeting on June 25.
City administrator Laura Smith told the council the hearing is part of a state-required process tied to any TIF redevelopment project plan and that the city initiated the TIF project plan to allow access to accumulated increment. "We will not be advancing money to the developer at any point," Smith said, describing the proposed mechanism as reimbursement for certified eligible expenses from the district increment. Smith also said time is of the essence because the water-line relocation must occur first, with that work anticipated to begin in August.
No members of the public registered to speak during the June 18 public comment period. The council will reopen the hearing at the June 25 special meeting and may receive expanded presentations or additional public input before acting on any ordinance to adopt the TIF project plan and related amendments to the existing performance agreement.
