Council approves Spencer’s Landing schematic design and authorizes bidding with optional concession/bathroom

The Vienna City Council voted to approve schematic designs for Spencer’s Landing that include a permanent stage and a general‑use restroom building and to authorize preparation of plans and solicitation of bids with an optional concession/bathroom package.
Designer Sam reviewed the site plan and floor plans, saying "We did move the stage back, a little about 40 feet" to create more green space between the river and the stage. Sam described the stage floor (about 30 by 40 feet), a production storage room, an ADA‑accessible ramp, a loading dock designed for box trucks and a restroom building with four stalls in the women’s side, two stalls and two urinals in the men’s side and two family restrooms. Sam said the restroom is intended primarily for everyday park users but can serve events.
Council members asked detailed questions about orientation and sightlines, the potential to widen stage wings for better views, screening and bird‑proofing under the stage, loading‑dock dimensions, and whether to include a band green room large enough for touring acts. Sam and staff recommended focusing on the primary program, limiting optional additions to reduce cost increases, and soliciting bids for option D so council can decide with price information. Councilmember (speaker 9) moved to approve the resolution as presented; the motion passed by unanimous roll call.
The vote authorizes further design and bidding work but does not award construction contracts; final construction and expenditure approval remains with the council.
