Board tables proposed term-limits ballot measure after hours-long amendment fight

The Hacienda La Puente Unified School District board on Tuesday deferred a decision on placing a term-limits measure on the Nov. 3, 2026 ballot after a lengthy, at-times contentious debate over the language and effective date.
Trustee Adriana Quinones moved to amend the resolution to impose a lifetime limit of two four-year terms for trustees, striking the word "consecutive" so that any trustee who had already served two full four-year terms would be barred from additional service. Quinones also asked legal counsel to change the effective-date language so the limit would apply to trustees sworn in after the Nov. 3 election rather than pinning it to a calendar date. Legal counsel advised the board that either approach can be drafted but recommended using a swear-in trigger to avoid ambiguity about final vote counts.
The exchange produced multiple competing motions and a procedural dispute over which motion was pending. Superintendent Roach and counsel reminded the board of a county filing deadline of Aug. 7, prompting members to propose a special meeting to finalize the amended language. After debate about whether to proceed immediately or delay for clearer wording, the board voted to table the item and set a special-session path for finalizing the amendment and submitting required paperwork to the county. The motion to table passed 3'.
Quinones said she favored striking "consecutive" to create a true lifetime limit and to clarify which terms count. "We want to make sure this applies to future service and is not easily evaded by technicalities," she said. Opponents argued that experience and institutional knowledge matter and cautioned about unintended consequences. "Experience matters," one speaker said during public comment, urging voters to weigh costs and benefits.
The board directed staff to prepare a revised resolution reflecting the board's clarifying language for consideration at the special session. The district and counsel will need to finalize wording and meet the county deadline for ballot placement.
