Council holds executive sessions for personnel and contract negotiations; no open-meeting action taken

The Vergennes City Council went into executive session twice during the Dec. 9 meeting. The council first voted to enter executive session under 1 V.S.A. § 313(a)(2) to discuss appointment, employment, or evaluation of a public officer or employee; Alderman Murray-Killon moved and Alderman Harder-Hyde seconded the motion. The executive session invited Ron Redmond and Betsy Sullivan to attend; the motion was approved 6-0. No action was taken in open meeting on the subject.
Later the council found that premature public knowledge of contract negotiations would place the city at a substantial disadvantage and, based on that finding, entered executive session under 1 V.S.A. § 313(a)(1)(A) to receive an update on contract negotiations. That session began at 7:16 p.m. and ended at 7:33 p.m.; again, no action was taken in open meeting. Alderman Koenig moved the finding; Alderman Murray-Killon moved the motion to enter executive session, seconded by Alderman Harder-Hyde.
