Commissioners agreed to form four short-term subcommittees to advance the strategic plan and near-term work. The proposed groups are: strategic plan (staff-led drafting), education & advocacy (open to public partners), budget/revenue/land acquisition (board-only for fiscal confidentiality) and voucher & subsidy programs (partner participation encouraged). One commissioner explained the structure: "I was hoping that we could only have 2 board members leading these committees and then we do an outreach into the community to invite more people," and the group agreed to keep budget and strategic-plan work primarily in-house while inviting nonprofit partners to education and voucher discussions.
Board members discussed practical constraints (avoiding a quorum on subcommittees, capping board leadership at two or three members, and meeting frequency). Staff will finalize committee rosters and circulate a Word draft of the plan for partners once the committees provide input. The subcommittees are intended to be time-limited, meeting in between regular commission meetings to prepare proposals and provide updates to the full board.
