Millcreek adopts 2026-27 final budget and sets property tax rate unchanged

The Millcreek City Council unanimously adopted the final budget for fiscal year 2026–27 and approved the property tax levy on June 22.
Lisa Dudley, HR-Finance Director, reviewed the final certified property tax figures from the Utah State Tax Commission and Salt Lake County and said the city is not increasing property taxes. "The certified tax rate is adjusted to produce the same property tax revenue as the previous year, with the exception of revenue generated from new growth," Dudley said. She reported a certified rate decrease from 0.001267 to 0.001248 because assessed values increased; certified revenue without new growth totals approximately $11,906,000 and new growth contributes about $107,000, for total certified property tax revenue of $12,014,317.
Council also approved Ordinance 26-45 adopting the final General Fund budget for July 1, 2026–June 30, 2027. Dudley said the final budget reflects the certified property tax revenue and reduces planned use of fund balance by approximately $110,000; the city27s projected fund balance remains about 35 percent. Earlier in the meeting, the council approved a year-end amendment to the 2025–26 budget (Ordinance 26-43) to reconcile actuals and projected year-end totals.
Council members asked whether the newly adopted Transportation Utility Fee had been incorporated; Dudley replied it had not because the fee was adopted after the budget was prepared and staff will return with a budget amendment to include the fee's revenues and expenditures.
