Board members and staff repeatedly asked applicants to provide clearer documentation — parking agreements, certified fill records, and corrected zoning tables — before the matters return for hearings or ZBA review. As the chair summarized, the board attempted to move items in parallel so applicants would not lose time while they clean up paperwork.
