Branden Anderson told the council that during the 2025 Roadway and Utility Project with Beck Construction and Excavation Inc., the city encountered differing site conditions and owner-directed revisions that necessitated change orders. The aggregated change orders total $441,761.64, with quantity adjustments of $160,417.95 for a combined increase of $602,179.59 to the contract.
The itemized changes included utilities work (vaults, conduits, valves), curb and gutter adjustments, raised crosswalks, a Holden Street left-turn pocket and other scope items. Anderson said the schedule has been extended 63 days with a revised substantial completion date of June 19, 2026. The council suspended rules and approved Resolution No. 2026-R-19 authorizing the contract amendment; funding will come from the FirstClass Highway Projects Fund, Main Street CDA infrastructure budget and related utility bond proceeds.
