Branden Anderson described the 2026 Water Pipeline Project as part of ongoing drinking-water system improvements identified in Midvale’s 2020 Drinking Water Master Plan, including replacement of aging or transient pipe and addressing capacity concerns. The city received nine bids; Noland & Son Construction Co. Inc. received the highest selection-team score and is recommended for award.
"The contract amount is $3,872,874.00 and requires Council approval," Anderson said. The council suspended the rules and approved Resolution No. 2026-R-17 to award the contract; staff said the work is scheduled for completion within 240 calendar days from notice to proceed, which may allow completion before the winter shutdown (Oct. 15, 2026–March 15, 2027) or continue into spring 2027 depending on start date and required State Street work. The contract will be paid from bond proceeds set aside for water-line improvements.
