Ordinance lets Midvale mayor sign routine franchise agreements to speed approvals

The Midvale City Council approved Ordinance No. 2026-O-11 to amend Midvale Municipal Code Sections 5.52.050 and 5.54.050, allowing the mayor to execute routine franchise and wireless franchise agreements that match the last council-approved form.
Katie Thorne (Executive Community Development Assistant) told the council the change is administrative and intended to improve efficiency while preserving Council oversight when agreements deviate from the approved template. "The proposed amendment is administrative in nature and is intended to improve efficiency while maintaining appropriate legislative oversight," Thorne said.
Council Member Heidi Robinson moved to suspend the rules and approve the ordinance; Council Member Bonnie Billings seconded. The motion passed unanimously on roll-call vote.
