Midvale approves emergency $400,000 replacement of critical Oak Street Well equipment

The Midvale City Council on April 21 unanimously approved Resolution No. 2026-R-23 to authorize an emergency Task Order with Hansen, Allen & Luce to replace the pump, a 150-horsepower motor, variable frequency drive and related electrical equipment at the Oak Street Well.
"The estimated cost of this work is not to exceed $400,000," Deputy Public Works Director Jerimie Thorne told the council, noting the pump and electrical systems are original to the installation more than 50 years ago and have exceeded typical service life. Thorne said the subcontractor Widdison Well Services performed inspections and video before recommending the replacement and that the work includes testing and commissioning of the new equipment.
Thorne told the council the Oak Street Well supplies roughly 16% of summer water demand for the west-side pressure zone, and staff cited a level-2 drought designation and reduced Jordan Valley deliveries as reasons to expedite the work. Because of the limited timeframe before seasonal peak demand, the City Manager authorized an emergency procurement exemption to avoid a standard public-bid process.
Council Member Bonnie Billings moved to suspend the rules and approve the resolution; Council Member Heidi Robinson seconded. The motion passed on a unanimous roll-call vote. City staff said the project will be funded from the city's water utility capital improvements fund and will proceed immediately under the approved task order.
