Traffic study says Brand Road/Oak Grove intersection will "function the same" with or without project, engineer says

During member questioning about traffic, Kelly Hyatt (applicant representative) said the project team had completed and submitted a traffic impact study and that the study indicates the Brand Road and Oak Grove intersection "will function the same with or without our project." Hyatt said backups will occur on the site rather than on the public road and that the study had been submitted to Loganville and Gwinnett County for review.
Brenda Shackleford, the project’s site engineer from M2 Group, told commissioners that the intersection already performs poorly and will likely degrade over time regardless of development: “The traffic's already bad, and it's gonna get worse just with time,” she said, adding that the traffic report did not recommend a traffic signal but suggested possibly changing the stop condition. Commissioners asked whether the study recommended signalization; Shackleford said it did not.
