Council to workshop stormwater utility after staff outlines $11.1M plan and county coordination issues

Town staff presented the stormwater utility (SWU) FY26 proposal, calling for $11.1 million in total revenue and noting that 57 percent of those revenues are planned to transfer to capital projects. "FY '26 budget, $11,100,000 total revenue projection," the presenter said while describing planned transfers to CIP and a $150 fee rate that will remain unchanged.
Several council members asked how the town and Beaufort County coordinate stormwater work and requested a detailed island map showing town right-of-way, county roads and private systems so council can see who owns and is responsible for each problematic segment. One council member urged the town to consider owning roads where practicable so the town can perform needed maintenance rather than relying on the county. Staff committed to a workshop in the coming weeks to provide a full SWU portfolio and ownership map and to discuss reimbursement programs for private partners doing qualifying projects.
