Beaufort County welcomes two FOIA specialists and honors long-serving Clerk-to-Council

Beaufort County Council’s administrator introduced two new hires in the Communications and Accountability Department and later recognized a long-serving clerk staffer.
Rebecca Payne and Jacqueline McMorrow were introduced as new FOIA specialists who will process Freedom of Information Act requests and work with legal staff. The administrator said Payne brings more than 14 years of public-service and legal-support experience, including work in magistrate courts and a county sheriff’s office; McMorrow was presented as a former judicial assistant with graduate study in forensic psychology.
Council also presented a 20-year service recognition to Octavia Evans, senior administrative assistant in the Clerk to Council office. Speakers highlighted Evans’s responsibilities—agenda preparation, confidential correspondence, meeting coordination and web/brochure production—and family members joined her at the lectern as she thanked staff for the recognition.
Council members thanked staff for the introductions and the work that supports transparency, and the administrator said the FOIA specialists will enhance the county’s responsiveness to records requests.
