Carnegie outlined a menu of revenue options the board could consider if the homestead-exemption amendment reduces ad valorem revenue. He said raising the fire-assessment from the current 50% to 100% could generate about $1,600,000; increasing the solid-waste assessment from $125 to about $180 annually could yield roughly $750,000; and higher franchise-fee revenue from Clay Electric and Florida Power & Light could total about $1,300,000.
Carnegie noted Bradford County is statutorily capped at 10 mills, which prevents using an additional municipal-services taxing unit (MSDU) as a revenue tool; he suggested municipal-services benefit units (MSBUs), which are treated as assessments rather than taxes, as a possible long-term option.
