City considers $650,000 homeless grant and Oak Street Commons redevelopment

The finance director reported an expanded special revenue section in the budget that includes a $650,000 federal homeless grant. Tammy Trowbridge said the city is exploring a partnership with Saint Vincent de Paul to support a transitional housing project that would include housing for 12 families and a community resource center on a corner site (Perre and Central). "We're very excited about partnering with Saint Vincent de Paul for their timely transitional housing," Tammy said.
Christy Guttler, the community development director, said Oak Street Commons engineering has begun (surveying and geotechnical work) and that the city entered a voluntary cleanup program with DEQ to address prior log pond contamination on the site. Staff indicated the homeless grant funds are being evaluated for use on the Saint Vincent de Paul project and that further project management and engineering will be required before funds are committed.
Committee members asked about project rules and local control; staff said some program rules are set by the grant or partner organization and that the city would clarify governance and expectations as the project advances. No final allocation beyond approving the special revenue budget was made at the meeting.
