Alan Hansen and Brian Paulson reviewed the changes, saying the crew‑member designation lightens the cost burden for employees who previously had to register at the full guide rate. "So what we did is we created the crew‑member designation, and so they only have to pay a $50 registration fee," Hansen said. Paulson added that some changes (such as removing the affidavit option for a nonresident hunt‑type program) resulted from enforcement feedback that the affidavit was not enforceable.
The board moved to approve the rule language as presented; several members recused or abstained from parts of the discussion if they had a coverage conflict, and the motion passed by voice vote. Staff said the changes implement statute and administrative details (OAR amendments) and will be posted as the board’s proposed rules for public availability and later adoption steps.
