Marine Board keeps small-grant cap at $30,000 and maintains director approval authority

Janine Belek told the board the small‑grant program historically funded quick fixes and that current demand has exhausted small‑grant funds.
"Small grants were intended to be a very streamlined process... for cracked ceilings, striping parking, installing security cameras, re‑roofing restrooms or re‑decking docks," Belek said. She recommended no change to the $30,000 maximum award and explained that raising the limit would either reduce the number of awards or require more money overall. After discussion, a motion to retain the director’s authority and the $30,000 threshold passed by voice vote.
Board members said staff will still bring unusual or controversial projects to the board even if they fall under director authority. The board also noted continuing high demand for waterway-access and nongovernmental projects funded through the small‑grant program.
