David McCullagh was sworn in by City Clerk and Administrator Kathy Bounds at the Lake Quivira City Council meeting on Jan. 5, 2026, formally beginning his new two‑year term as mayor. The ceremony occurred at the start of the meeting, which Mayor McCullagh called to order at 6:30 p.m.
In subsequent business, Councilmember Mike Pasley moved and Councilmember Chip Zimmer seconded a motion to elect Dan McCauley as Council President for calendar year 2026; the motion carried 3-0. The council approved routine organizational items early in the agenda before moving to presentations and budget items later in the meeting.
