Member flags legal risks of unposted working groups; chair to evaluate

A member raised concern that once the group assigns people and objectives it meets the legal definition of a subcommittee and therefore should be posted, minutes kept and possibly agendas prepared. "If we're designating specific people and giving them a task, I think it turns into a subcommittee," the member warned, adding she would look into statutory requirements and follow up.
The chair said posting and minutes might be the safest approach and suggested creating a simple, generic agenda template to reduce the burden; he also asked members to signal if they wish to change working-group assignments. The committee agreed to pursue a low‑effort approach to compliance and for the concerned member to report back on legal requirements.
