Dover finance director says ClearGov software will boost budget transparency

The Dover finance director told committee members the town has acquired ClearGov software and will use it to publish clearer, line‑level budget information and a digital budget book for public review.
"This software makes it very easy for everyone to kinda see and dig around," Chris said, explaining that department heads will submit requests into ClearGov and the system will automatically generate departmental presentation pages and graphs similar to what was observed on Natick’s site. He said the town obtained the software last week and will aim to make it operational for the FY27 budget cycle.
Chris described three core benefits: improved transparency for residents, reduced staff time producing presentation materials, and a forecasting module that can run multi‑year scenarios. The town’s five‑year capital plan will be imported into the software so capital projects, funding sources, proposals and schematics can be associated with a single public page.
Committee members asked about vendor support and department involvement during evaluation; Chris said the vendor is actively engaged in pre‑implementation work, will train department heads and committee members, and that the town will export ledger data into the new system over time so audited actuals become available in the platform.
