Findlay discusses emergency operations, active-shooter and large-incident drills

City emergency-management and operations staff told the strategic-planning group they are refining a coordinated emergency-operations plan (EOP) and building-level emergency plans, with reunification sites and egress procedures under development.
An agency official said the EOP is restricted from public release for security reasons but staff are updating internal plans and coordinating across police, fire, HR and department heads to ensure each municipal building has an actionable plan. “We have, what's called a coordinated operations emergency operations plan for the city, and that is actually not public Right,” the agency official said.
The officials described a schedule of scaled training — tabletop, functional and full-scale exercises — and said the city is running active-shooter drills that include state patrol, the county sheriff’s office and fire partners. “For instance, today, we are doing our active shooter training at Findlay High School, where we have OSP, Hanco, Fire State Fire Department, our police department, Sheriff's office, they're all there and they're running live drills with simulated victims and bad guys,” the agency official said.
Staff also said the city has resumed larger-crowd and riot-type exercises after national incidents raised preparedness concerns, and emphasized ongoing coordination with county mutual-aid partners for dispatch and large-incident support. The city plans to continue multi-agency exercises and to formalize building-level EOPs as a priority in the coming months.
