"We looked at the types of restrooms, parking, dock complexity, and assigned point values that translate to award amounts," Collak said.
Board members voiced concerns about relying on grant incentives to influence whether local facility owners charge launch or parking fees. One member noted some counties hold fees at a low rate for years and lack budget flexibility; another urged staff to ensure grant applicants demonstrate maintenance plans before award. "We need to make sure facilities have maintenance capacity before we give them money," a board member said.
Staff said the changes aim to restore program value to roughly $2.1–2.2 million per biennium and to incentivize facilities that keep fees low while targeting higher maintenance funding to complex sites (dive inspections, cantilevered ramps). The board provided guidance for staff to refine the structure and report back; no rule changes or final votes were taken at the meeting.
