ZBA denies mosque/monastery fence variance after staff flags long‑standing site problems

Contractor Larry Carroll said the fence was intended to close off an exposed area used by visitors and to match an existing fence. Planning staff read a lengthy impact statement citing items that remain out of compliance from 2018, including stonework within the right‑of‑way, an unpermitted raised statue structure, parking spaces that do not meet length requirements, open storage and insufficient dumpster screening. Assistant planning staff recommended postponement and referral to zoning for follow‑up, but several board members said the long list of prior notices made denial the appropriate outcome. Board member Watts said, “I just have a problem with this. Something that's gone this long, they haven't fixed the problems,” and moved to deny; the motion passed.
