The health department staff reported a growing number of residential trash complaints across town and warned the board that repeated noncompliance could lead to formal nuisance enforcement.
“We're getting a usually high amount of trash complaints,” the staff member said, describing multiple properties where trash is covered with tarps and rodent infestations have been reported. The staff member said repeated nonresponsive properties—where inspectors had visited “2 or 3 times” with no callbacks—may receive nuisance letters and fines, and that the board would be responsible for hearing any appeals.
Committee members asked whether the complaints were clustered in central neighborhoods or spread throughout town; the staff member said the complaints are both in the center of town and on the outskirts. The staff said they have been leaving calling cards and offering advice but are approaching a point where enforcement actions may be necessary. The staff member said they plan to draft a sample nuisance-letter template for the board to review at the next meeting on July 27.
