Council considers construction impacts but legal counsel says moratorium not permitted

Staff noted the City's existing "quality-of-life" provisions for construction staging and a concurrent construction meeting process for projects within approximately 500 linear feet. Council agreed to refer the matter back to the Planning Commission to consider whether updates to the existing regulations are warranted and to pursue enhanced contractor/neighborhood coordination rather than a moratorium.
