Staff told the board they plan to pilot informal office hours (for example, a Monday before meetings) to let members ask questions about packet items and improve meeting efficiency.
Scott Rodriguez said the sessions are intended as staff support and training; he noted there are limits for quasi‑judicial items and that ex‑parte contacts still require disclosure. "We just wanted to kinda, at some point soon, I'm gonna do a soft rollout on that and just, you know, try it," Rodriguez said. Board members expressed support and staff said they can be available by phone or in person between meetings as well.
The board discussed disclosure rules for prior on‑the‑record communications and distinguished those from outside‑the‑hearing communications that would trigger an ex‑parte disclosure for quasi‑judicial matters. Staff said they will proceed with a soft rollout of the office hours and monitor whether adjustments are needed.
