Commission debates manufactured-home and RV park rules; public commenter urges HUD guidance

Commissioners at the July 20 meeting debated whether RV parks and manufactured-home parks should remain in the workshop series. Chair (S1) opened discussion about workshop #4 and whether the topic should remain given the short timeline. Planning staff Hester (S4) said the county currently lacks clear manufactured-home-park standards in its ordinance and has received multiple inquiries: "We don't have anything to support it ... there's nothing there," she said, and noted staff had denied an application under the current moratorium because standards are unclear.

Commissioner Mickey (S2) moved to remove RV parks and manufactured-home parks from the workshop agenda, arguing state law and the tight timeline made inclusion impractical; the motion received no second and so the items remained on the schedule. During public remarks, Tom Markovich (S5) advised the commission that mobile homes are "a protected class of dwelling under the HUD requirements" and recommended consulting HUD and state representatives because federal lawsuits can follow when protections are removed. Staff replied that HUD concerns often apply to the building/safety side while the county's open question was how to treat manufactured-home parks from a land-use/density standpoint.
