Staff (S4) explained that the floodplain-related edits in the text-amendment package reflect a model ordinance and federal requirements designed to preserve homeowners' eligibility for the National Flood Insurance Program. "It's actually the 19 of model ordinance, the federal government's more or less mandates," S4 said, and noted a missing line in the draft about how many remodels trigger a 'substantial improvement' reset that staff has asked the state floodplain administrator to advise on.
Commissioners asked whether the flood provisions were new or simply reorganized; staff replied the language is already in code and the update mostly corrects placement and clarifies a blank in the text. The commission asked staff to confirm the final language with the state official before sending the ordinance to council.
