City Hall repainting bid tops budget; board seeks more bids and scope alternatives

At the meeting staff reported the first bid returned at $70,000 and included itemized restoration tasks and possible lead-paint abatement.
“$70,000,” a board member said when the amount was read aloud; members and one contractor on the call questioned whether the full scope required lead-abatement work or whether the exterior could be prepared and painted with narrower, less costly work scopes. Ian Blacker, a board member and local contractor, said $38 per square foot (based on an estimated 1,800 exterior square feet) made the $70,000 figure plausible given restoration and prep work needs.
Members asked staff to obtain at least one more bid, to re-circulate the itemized estimate so the board can parse out essential versus optional work, and to defer final action until more quotes and scope clarifications are available. The board moved the item to the Dec. 18 packet for further consideration.
