During review of the text-amendment package, planning staff (S4) highlighted a proposed technical change to minimum lot-size thresholds for duplex eligibility. "By just lowering the eligibility down a 100 square feet, you get an extra 249 parcels based on county GIS data," S4 said, citing county GIS analysis as the basis for the estimate.
Commissioners asked how the change would interact with design standards and neighborhood character. Chair (S3) and other commissioners emphasized that while the change expands eligibility, it does not itself change design standards; separate design-review and permitting rules would still apply. Staff said parcels that remain eligible would still be subject to the same development standards and public-notice processes when applicable.
