LCC steering committee updates members on CALIF modernization work

Tom Day briefed the Council on the CALIF modernization steering committee’s outreach to vendors and other states, two stop-work orders, and recent improvements to the existing CALIF system being tested for the 2026 session.
Tom Day told the Legislative Coordinating Council that the CALIF modernization steering committee has continued to evaluate options since the October 13 meeting, including conversations with the vendor Propelon, other states, and the feasibility of building a proprietary system.
"We've issued two stop work orders... one at the end of October last year, and the second was started on December 1 and ended on December 31," Day said, summarizing recent procurement pauses and testing. He added legislative IT staff have completed several requested improvements to the current CALIF system and that the reviser of statutes staff has been testing enhancements in time for the start of the 2026 legislative session.
Day said the steering committee is still exploring options and that work is ongoing; Council members had no further questions at the meeting.
