Sanitation and water revenues below budget; staff to investigate billing and coding

City staff told the workshop that enterprise funds—particularly sanitation and water—are showing revenue declines that require further investigation. "There was a new system, there was some issues with that system, and we'll have to look deep in there because we're seeing that the revenue was between 2.4, 2.5, and we're forecasting 2.1 in sanitation," City Manager Henry Arlando said, explaining the need to analyze prices and coding.
On water, Arlando said a drop from about $1.7 million historically to a forecast near $1.4 million represents roughly $300,000 and merits a deeper review to determine whether the difference is due to usage patterns, coding errors or seasonality. Council asked about specific accrued expenses (an item tied to Henry Roberts) and staff said they would record accruals, process any needed budget amendments and, if necessary, use reserves to offset timing differences before the proposed budget.
