The Gold Hill City Council approved a one-time partial forgiveness for a property that suffered a major irrigation leak in May, which produced a consumption spike and a May bill of $599.57.
City staff presented the account history and consumption data to the council, noting that May consumption measured 19,479 cubic feet and that the account typically shows much lower seasonal usage. "You can see the impact of the May usage, was 19,479 cubic feet," the city manager said as he presented screenshots of billing history. Staff recommended council options including crediting the amount above a seasonal average or waiving a portion of the bill.
Councilors discussed ensuring the relief remained a one-time corrective action; one councilor moved that forgiveness for residents be limited to a one-time waiver and that this property receive forgiveness equal to half the overage. The motion was seconded, put to roll call and carried (one councilor recorded an abstention due to absence). The clerk recorded the motion as carried.
Council asked staff to return with a clearer written policy for handling similar requests in the future; staff said it would draft code amendments to present to council.
