The Select Board voted to approve an application to the New Hampshire Community Development Finance Authority seeking up to $750,000 in Community Development Block Grant (CDBG) housing funds for Harriman Hill 1 and 2. A Lakes Region Community Developers representative explained the proposed use: replacement of approximately 18 boilers, repair of water-damaged subfloors in three kitchens, and installation of small mailbox houses at Harriman Hill 1 and 2 on Beck Drive.
The board also adopted the required anti-displacement and relocation assistance plan (stating no displacement expected) and re-adopted the town's Housing & Community Development Plan (an update of the 2023 plan). Selectman Brian (mover) noted up to $35,000 of the grant would be retained for administration, procurement and labor compliance, with the remainder subgranted to Lakes Region Community Developers. The board further authorized the town manager to sign and submit the CDBG application and, if approved, to execute related contract documents and amendments.
Questions from board members focused on whether mailbox houses would require site-plan review; applicants said they expected the structures to fall below the town's site-plan thresholds and would coordinate with planning staff. The motion passed by voice vote.
