Jeremiah Cromie (associate planner) said staff findings support a recommendation with conditions, including exterior cameras to display queue length and sidewalk improvements on the urban growth boundary parcel. Waste Management engineers described a turning study and conservative capacity estimate: the design would add approximately 19 vehicle spaces accounting for trucks with trailers. WM managers also described interim operational changes (new unloading pad, flaggers, added trailers and staffing) taken since June that have reduced observed backups. The council approved the resolution by unanimous voice/roll call and asked WM to return with KPIs and follow‑up data.
