Dingwall said staff had reviewed applicant data and concurred that extending utilities to the parcels would be prohibitively expensive; the 2025 assessed land values for the lots were about $3,600, $47,000, $50,000 and $2,600 respectively. The resolution is conditioned on the council’s final withdrawal action and requires finance to fold the change into the five‑year plan review.
