Council approves $2.0 million library redesign, majority funded by state grant

The Wethersfield Town Council voted to approve a guaranteed maximum price (GMP) and move forward with construction of the town library’s interior redesign, a project officials said is mostly funded by a $1.7 million state grant. Brooke Berry, the library director, told the council the design will triple teen space on the first floor and improve meeting and program rooms; the board has contributed roughly $300,000 from donations and savings.

Jeff Anderson, vice president at Downs Construction, said rebidding and value engineering brought the hard‑cost GMP to about $1.29 million, with soft costs and contingencies bringing the total project budget to about $2,000,008. "We rebid certain packages and resolicited aspects of the job, resulting in significant savings and ultimately a project that works for the program," Anderson said. He told the council contractors would be released the morning after council approval and construction would start in early August, with phase‑1 complete in early December and phase‑2 in March 2027.

Berry highlighted the funding sources: "We've received $1,700,000 from Urban Act and DECD," she said, and thanked state legislators and donors for their support. Councilors asked about omitted scope items (the front door and some mezzanine work were removed during value engineering) and were told contingencies are built into the GMP so some items could be restored later if bids and budgets permit. The council approved the GMP by voice vote and directed staff to proceed with contractor notifications and the phased relocation plan.
