Commissioners press for a 10–15 year roads and stormwater funding plan

Several commissioners used the budget workshop to press for a long-term, quantified plan to address the city's road and stormwater backlog.
"We need to see that number, and look at it and say, if we're gonna catch up 10 or 15 years, what does that number look like?" Commissioner Frederic Segre asked. Public Works and Community Sustainability staff said they are compiling a pavement condition inventory and coordinating with utilities to produce a 20-year infrastructure master plan.
Staff said they will bring model scenarios showing what annual road spending at various levels (for example $3M, $5M or $7M per year) would produce in completion timelines, how that interacts with water and sewer CIP, and what bond or pay-go mixes would be required. Commissioners reiterated that if a tax change or external revenue loss materializes this year, they want clear priorities and the option to reserve one-time pension-related savings for roads rather than absorbing it into recurring operating costs.
No decisions were made at the workshop; staff agreed to provide a prioritized, dollarized schedule of road and stormwater projects before the second workshop so commissioners can weigh trade-offs alongside recurring service-level choices.
