The commission devoted extensive discussion to parking and beach revenue tools after leisure staff proposed raising weekday meter prices and making the weekday and weekend hourly rates equal.
Parking manager Carlos Vasquez described technology constraints in the city's existing meters and confirmed ParkMobile and the city's pay-station vendor can support changing rate schedules, but doing so requires compatible meter hardware and coordinated programming. "Our meters are reaching a lifespan," Vasquez said, urging the commission to consider a planned replacement so the city can support holiday and demand-based pricing.
Commissioners signaled support for moving toward an app-integrated, dollarized rate structure and asked staff to return with vendor pricing, a resident-discount option and options for validation by downtown businesses. Several commissioners said they favored a plan that uses dynamic pricing during peak times while offering resident or merchant validation and local sponsorships for livestreams and events.
No final rate decision was made at the workshop. Staff agreed to provide cost estimates for new meters or pay-station upgrades, ParkMobile integration options and a comparison of neighboring beaches' parking charges before the next meeting.
