Commissioners probe city's certification pay policy as staff seek training

Commissioners spent significant time reviewing the city's incentive program that pays employees for professional certifications or degrees.
"This is a policy that was approved was negotiated with the PEU union, and it was also, passed by the city commission by you," Lauren Slayton, director of human resources, told the commission while describing a tiered program that mixes a 5% pay increase with one-time lump-sum payments depending on the credential level. Slayton said employees must sign promissory notes and remain with the city for specified periods or repay the tuition support.
Several commissioners asked for clearer career-path matrices so the city can decide which certifications should trigger salary steps, and asked HR to return with a concise list tying certificants to roles. Commissioners also asked HR and the city attorney to check whether repayment/recovery clauses are enforceable if employees leave before their service commitments end.
The commission consented to several department-specific supplemental requests for staff training and certification funding at the meeting but asked staff to bring a consolidated policy write-up and a report showing how many employees have taken incentives in recent years so commissioners can assess the program's cumulative cost.
